Recent Changes to Student Visa Regulations in Toronto: What You Need to Know

Temporary Cap on Study Permits

Starting in 2024, the Canadian government has introduced a temporary two-year cap on the number of new study permits issued. This cap is set at 360,000 study permits for 2024, which is a 35% decrease from the previous year. The goal of this measure is to ensure that international students receive the quality education and support they need to succeed in Canada. Post-Graduation Work Permit (PGWP) Changes


There are also changes to the eligibility criteria for the Post-Graduation Work Permit (PGWP):


  • Master's Graduates: Graduates of master’s programs will now be eligible for a three-year PGWP, regardless of the program length, as long as other eligibility criteria are met.

  • Public-Private Partnership Programs: Students enrolled in programs delivered via public-private partnerships will no longer be eligible for a PGWP if they start their studies on or after September 1, 2024​ (Canada.ca)​​


New Requirements for Spousal Open Work Permits


The eligibility for spousal open work permits has also been updated:


  • Eligible Programs: Only spouses of international students enrolled in master’s, doctoral, and specific professional programs (e.g., medicine, law) will be eligible for open work permits.

  • Exclusions: Spouses of students in undergraduate and most college programs will no longer be eligible for open work permits unless they already hold one​.


Updated Financial Requirements

Starting January 1, 2024, international students will need to show they have at least $20,635 to cover their living expenses, up from the previous requirement of $10,000. This change aims to ensure that students are better prepared for the cost of living in Canada​ (Canada.ca)​.

These changes are part of the Canadian government’s efforts to improve the integrity of the International Student Program and ensure that the infrastructure can support the influx of international students. Over the years, some private institutions have significantly increased their intakes without improving support for students, which has led to these reforms.
